Secondary Sources

If the law is governed by a statute, secondary sources (law review articles, treatises, legal encyclopedias, etc.) make references to the statute and related case law. Start your research with secondary sources if you are not familiar with your topic. 

For example, American Jurisprudence contains a section explaining that the Indian Gaming Regulatory Act (IGRA) is the federal statute governing the conduct of gaming on Native American tribal lands and that IGRA divides gaming on the tribal lands into three classes. The footnotes provide citations to the relevant IGRA sections and related case law.
